Why did NORAD fail to protect US airspace on 9/11 for nearly 1 hour and 45 minutes? Why did they fail to intercept any of the 4 high jacked aircraft and allowed them to hit 3 of their targets? Where was NORAD on 9/11?

8:42 a.m. – United Airlines Flight 93 departs Newark (Newark) for San Francisco, carrying 38 passengers, 2 pilots, and 5 flight attendants. Flight 93 sat on the ground for 41 minutes before takeoff.
8:43 a.m. – FAA Notified NORAD about Flight 175.
8:46 a.m. – NORAD orders 102nd Fighter Wing at Otis to scramble two F-15 fighter jets.
8:46 a.m. – Flight 175 Transponder is shut off.
